Report: Mobilising Financing for Early Childhood Development in Emergencies in Colombia

Commissioned by the Moving Minds Alliance, this profile provides an evidence-based overview of Early Childhood Development in Emergencies (ECDiE) in Colombia, examining policies, financing, stakeholders, and opportunities for domestic and local resource mobilization.

The report highlights key findings on ECDiE financing, data availability and quality, funding gaps, and constraints. It offers recommendations to strengthen ECDiE financing, improve data systems, and enhance information accessibility.

The analysis draws on 13 interviews, 3 focus groups, stakeholder mapping, document reviews, and fiscal analysis involving government, civil society, private sector, NGO, and expert stakeholders.

A review of public, donor, and private-sector funding data reveals significant challenges in tracking investment in ECDiE. Government systems do not specifically identify spending for young children affected by emergencies, making it difficult to determine the scale of investment. Data limitations are further compounded by fragmented information systems, voluntary reporting by non-government actors, inconsistent methodologies, limited age-disaggregated data, and weak interoperability.

These constraints hinder the availability of timely, comprehensive, and reliable information on financing for young children in crisis contexts and underscore the need for stronger tracking, coordination, and accountability mechanisms.
